This board shows complaints filed in this prototype, almost all of them by people trying it out. It is not a feed from cybercrime.gov.in, it is not a measure of crime anywhere, and a quiet hour here means nobody is testing, not that nobody is being defrauded.

What a row cannot tell you

There is no acknowledgement number here, and the row id is random rather than derived from one, so this feed cannot be used to look up a case or to test whether a guessed number exists. There is no state, only a zone of about a dozen crore people, and no amount at all — a figure is the most identifying thing a defrauded person carries, and a public board has no use for it.
